I do not have a 9360 but it does fully charge my xps 9370.

Would my phone fast charge (dash charge) if i plug my oneplus 5 phone into the usb-c port using an type a to type c adapter on my op5 charging cable?
I'm unfamiliar with that cable but the throughput on the type-A port is much lower than the type-C port on the adapter so to be safe, I would say no. Technically the throughput of the -A port is high enough to support fast-charging but I don't know of any type-A to -C cables that can handle that kind of throughput.
On the bright side, there is a type-C to -C cable included with this adapter so you wouldn't even need the type-A to -C cable if you use the one they provide (and that one does support fast-charging).
Will this charge a 2017 13 inch macbook pro? the spec for that says 60 watts, wondering if anyone has used this to charge at a slower rate?
Yes, but not full speed.
Will this work for my MacBook Pro 13-inch?
Yes it will work with MacBook Pro and any USB C PD enabled laptops that can be charged with an output of up to 45W.
Will this charge my Galaxy Note 20 Ultra 5g at 45w?
The note 20 ultra does not support 45w charging. It is capped at around 24 or 25w. So it will charge it at the phones max charging speed.
